Minutes of the Annual Parish Meeting held in Stainforth Village Hall at 7.30pm on Tuesday, 17 April 2012

Present: Cllrs Maudsley (Chairman), Sharp, Newhouse and Warren . Also the Clerk, Pc Harry Carpenter, and four parishioners.

Cllr Chris Maudsley, Chairman, welcomed everyone to the meeting,

2 Police Report

Pc Carpenter reported that during the last twelve months there had been thirty-one incidents and six crimes. Settle's new police station was now fully operational.

The minutes were circulated before commencement of this meeting and following approval were signed by the Chairman as a true and correct record.

4 Matters Arising - none

5 Chairman’s Report

Cllr Chris Maudsley, Chairman, commented on another quiet but successful year with only a minimal rise in the Precept for 2012 - 2013.

6 Report on County and District Council matters - none in the absence of Cllr Welch.

7 Clerk’s Report

The Clerk reported that there had been twelve meetings including an Extraordinary one held on 18 Sept 2011. Cllr Pedley had moved to Hellifield during the year and hence had resigned from the parish council. She had been replaced by the co-option of Cllr Sandra Warren. The Clerk paid tribute to Cllr Pedley for all her work on behalf of the parish council. Finance – Balances at end of year: £9201 including advance payment of £2620 representing first half of 2012/2013 Precept. Excluding this figure, balances increased by £524 and were sufficient for the Council’s purposes. Donations had been made as follows: Craven CAB - £50; Settle Swimming Pool - £50. The Precept for this year had been agreed at £5240, an increase of £110 or 2.14%. Allotments – Rents increased by £2 to £16 wef 1 April 2012. Street lights: repaired as required. Agendas & Minutes – posted regularly on the Village website. Thanks were due to Mr Michael Simpson for his help with this. Also to Mr Tony Hennigan for his help in facilitating the website

8 Parishioner Concerns

Allotments - rent rise to £16 was queried. The Clerk commented that a few years ago, the Council had decided to increase rents more regularly rather than imposing a large increase every few years and the Chairman remarked that the cost of insurance had continued to increase. A parishioner said that some years ago, one allotment had been divided hence it was agreed that the Council would discuss allotment rents relative to individual plots.

Village website - the meeting was advised of the costs of providing the website and reminded of the volunteer help in maintaining it. The web hosting charge was £59.50 and there was enquiry as to whether the council would consider defraying this cost as it was for the benefit of the parish - to be included on a council agenda.

There being no further business, the meeting was closed at 7.55pm.
