Minutes of the Meeting of Stainforth Parish Council held in the Village Hall, Stainforth on Tuesday, 18 October 2011 at 7.30pm.

Present: Cllrs Fairweather (Deputy Chairman),Sharp and Warren. Also, the Clerk.

In the absence of Cllr Maudsley, Cllr Fairweather was elected Chairman of this meeting and his Declaration of Acceptance of Office was received.

3 Police Report none in the absence of a police officer

4 To approve the Minutes of the Meeting held on Tuesday, 13 September 2011 and on Monday, 19 September 2011

Resolved: That the Minutes be approved and signed by the Chairman of the Meeting as a true and correct record.

5 Matters Arising - none

6 Planning

a) To consider applications received

C/64/84C Installation of photovoltaic panels to south elevation of garage roof. Burnside Farm, Stainforth

Resolved: That there be no objection.

b) To note any decisions received

C/64/125 Erection of single storey side extension to existing dwelling. 1 Allen Close, Stainforth.

Permission granted.

c) To receive any planning correspondence and to decide on action as appropriate

C/44/101C Arcow Quarry, Helwith Bridge - Advice that this was to be considered by the YDNPA Planning Committee on Tuesday, 11 October 2011


7 Finance

a) To authorise payment of accounts including the Clerk's expenses for the quarter ended 30 September 2011, all as per schedule

Resolved: That that payment of the accounts be approved.

b) To consider the Clerk's request for an increase in his monthly expenses allowance

The Clerk withdrew during discussion of this item.

Resolved: That the Clerk's monthly expenses allowance be increased to 20 with effect from 1 October 2011.

The Clerk then re-joined the meeting and expressed his appreciation upon being informed of the increase.

8 Craven District Council Review of polling districts and polling places/stations

a) To consider arrangements for the parish of Stainforth.

Resolved: That the current arrangements continue to be satisfactory.

9 Boundary Commission for England 2013 Review of Parliamentary constituencies in England - consultation

a) To consider response no comment.

10 Settle & District Aid in Sickness Fund

a) To appoint a representative no nomination.




11 Street Lights

a) To receive reports of defects for action and any other relevant information.

The only report was one received by the Clerk regarding the light at the junction of Stockhill and Goat Lane. This had already been reported to the council's contractor.

b) Maintenance costs -

To consider alternative prices received. An alternative quotation had been received from Harrison and Cross Ltd.

Resolved: That there be no change in procedure for the present, an alternative contractor being contacted in future if necessary.

14 To respond to correspondence received

a) Open Spaces Society Special General Meeting Wednesday, 23 November 2011 received.

15 To receive items of information all circulated

Resolved: That all items of information be received.

16 To arrange the next meeting of the Parish Council

Resolved: That this be held in Stainforth Village Hall on Tuesday, 8 November 2011 at 7.30pm.

One member advised that Tuesdays were proving difficult at present and hence the Clerk undertook to include meeting dates as an agenda item for the next meeting.

There being no further business, the meeting was closed at 8.10pm.
