Minutes of the Meeting of Stainforth Parish Council held in the Village Hall, Stainforth on Tuesday, 8 November 2011 at 7.30pm.
Present: Cllrs Maudsley (Chairman), Fairweather, Sharp and Warren. Also, the Clerk and Pc Harry Carpenter of the local police.

2 Declarations of Interest - none
3 Police Report
i) Dog Hill Brow – double yellow lines –
Enforcement becoming difficult as lines have faded. Also, the provision of a sign describing the location of Stainforth car park would be helpful as hopefully it would encourage people not to park near the packhorse bridge.
ii) B6479 –
Coming from the direction of Horton-in-Ribblesdale, no road sign indicating the presence of Stainforth car park
Resolved: That these matters be reported to Highways and YDNPA as appropriate
4 To approve the Minutes of the Meeting held on Tuesday, 18 October 2011
Resolved: That the Minutes be approved and signed by the Chairman as a true and correct record.
5 Matters Arising - none
a) To consider applications received - none
b) To note any decisions received – none
c) To receive any planning correspondence and to decide on action as appropriate
i) YDNPA – advice of submission of Yorkshire Dales National Park Housing Development Plan 2011 - 2025 – received.
ii) YDNPA – to receive a Guide to Energy Production in the Yorkshire Dales National Park – received.
a) To authorise payment of accounts as per schedule.
There were no accounts due for payment.
8 Remembrance Sunday Service – 13 November 2011
a) To discuss representation of the parish council.
The Clerk advised that the Vicar had enquired about this and Cllr Maudsley said that a wreath had not yet been received. The Clerk undertook to chase up the wreath and representation was discussed. It was hoped that a member of the Council would be able to lay the wreath.
9 Street Lights
a) To receive reports of defects for action and any other relevant information
b) To discuss the light at the gate to St Peter's Church, Stainforth.
This had broken again and the Council's contractor was trying to repair it or source a new one. In the meantime, Cllr Warren's husband had said that he may be able to mend it again, having done it once before.
Resolved: That enquiry be made of the contractor as to the current position.
a) To receive any reports for action
The Clerk reported that he had been contacted about an empty salt bin on Goatscar Lane. He had reported it to Highways who had undertaken to have it filled.
11 Repairs and Maintenance
a) To receive any reports for action
i) Stainforth notice board having been installed so high, people cannot use it to its full extent to post notices - to be referred to the Council's contractor.
ii) Little Stainforth notice board the back of the cabinet is damp - to be referred to the Council's contractor.
12 To respond to correspondence received
Yorkshire Dales Access Forum - new members required - applications to be received by 2 December 2011.
13 To receive items of information - circulated
i) Notice of 'Meet the Business Experts' event – Monday, 21 November 2011 – notice posted.
ii) NALC – Legal Briefing on Future of Standards of Conduct of Members of Local Authorities in England – update – circulated.
Resolved: That all items of information be received.
14 Meetings of the Parish Council
a) To discuss the dates of future meetings and to arrange the next meeting.
Presently, one member may have difficulty in attending meetings every month because of family and work commitments. However, after discussion, it was decided to continue to hold meetings on a Tuesday and the member concerned undertook to attend as often as possible.
Resolved: That the next meeting of the Parish Council be held in Stainforth Village Hall on Tuesday, 13 December 2011 at 7.30pm.
There being no further business, the meeting was closed at 8.10pm.
