Minutes of the Meeting of Stainforth Parish Council held in the Village Hall, Stainforth on Tuesday, 17 April 2012 immediately after the Annual Parish Meeting at 8.05pm. The public and press were invited and Parishioner Participation was at 8.05pm.

Present: Cllrs Maudsley (Chairman), Newhouse, Sharp and Warren. Also the Clerk and four parishioners

During parishioner participation, the possibility of planting a tree on the East Green to mark HM the Queen’s Diamond Jubilee was discussed. The Chairman advised that separate from the Council, he was involved in certain arrangements which, on behalf of the Parish, could include the free provision of a tree by the Foss to mark the Jubilee.

3 To approve the Minutes of the Meetings held on Tuesdays, 7 February and 13 March 2012

The Minutes had been circulated prior to the meeting.

Resolved: That the Minutes be approved and signed by the Chairman as a true and correct record.

4 Matters Arising

i) Pot holes on Dog Hill Brow – now repaired.

5 Planning

a) To consider applications received

C/64/98B Erection of agricultural building. Land at Brookhouse Farm, Stainforth – amended plan – received.

b) To note any decisions received

C/44/205D Deferment of the end date for the removal of the mineral washing plants until 30 September 2015. Arcow Quarry, Helwith Bridge. Permission granted.

c) To receive any planning correspondence and to decide on action as appropriate - none

6 Finance

a) To authorise payment of accounts as per schedule.

Resolved: That payment of the accounts be approved.

b) Use of payroll agent - to consider renewal of the contract for a further year

Resolved: That this be renewed for a further year.

7 Consultation on the future of the Yorkshire Dales National Park – received.

8 Street Lights

a) To receive reports of defects for action and any other relevant information - none

The Clerk advised that he had recently spoken to the Council’s contractor and asked him to turn the lights off for the summer.

9 Highways

a) To receive any reports for action

i) Wall down on Dog Hill Brow – to be reported.

10 Repairs and Maintenance

a) To receive any reports for action

i) Stepping stones – reported previously – update to be requested.

11 To respond to correspondence received - none

12 To receive items of information

a) NALC - Ethical Framework for Councillors – Predetermination – circulated.

Resolved: That all items of information be received.

13 To arrange the next meeting of the Parish Council

Resolved: That the Annual Meeting of the Parish Council be held in Stainforth Village Hall at 7.30pm on Tuesday, 8 May 2012 to be followed by an ordinary meeting of the council.

There being no further business, the meeting was closed at 8.25pm.
