Minutes of the Meeting of Stainforth Parish Council held in Stainforth Village Hall on Tuesday, 16 July 2013 at 7.30pm. The public and press were invited.

Present: Cllrs Fairweather, Sharp, Asher and Warren. Also, the Clerk and County/District Cllr Richard Welch

1 To elect a Chairman

Cllr Sharp was elected Chairman for this meeting.

2 To receive the Chairman's Declaration of Acceptance of Office

As it was decided to take Cllr Sharp's Declaration at the recent Annual Meeting of the parish council, it was not felt necessary to take another on any occasion when he presided as Chairman during the current year.

3 Apologies - none

4 Code of Conduct - Localism Act 2011 - to record any Councillor's Disclosable Pecuniary Interest (DPI) in relation to items on this agenda

a) Councillors are to declare any Disclosable Pecuniary Interests (DPI) that they may have in items appearing on this Agenda (S 30 (3)), Appendices A & B - none

b) To receive, consider, decide and record Members' requests for DPI dispensations (S 31) in connection with items on this Agenda - none

c) Register of Interests - to receive from Members any DPI/Register of Members' Interests or updated Register of Members' Interests (S29 (1) for transmission to the Monitoring Officer, Craven DC - none

5 Police Report - none in the absence of the police.

6 To co-opt a new member to fill the Casual Vacancy - enquiries continuing.

7 To approve the Minutes of the Meeting held on Tuesday, 11 June 2013

Resolved: That the Minutes be approved and signed by the Chairman as a true and correct record.

Cllr Fairweather and County/District Cllr Welch joined the meeting.

8 Matters Arising (information only)

i) Bus Service 581 - response to consultation - parish council's comments had been noted and would help the decision-making process.

9 Planning

a) To consider applications received - none

b) To note any decisions received - none

d) To receive any planning correspondence and to decide on action as appropriate

    i) Craven DC - Planning Focus Bulletin - Community Engagement Events

    ii) Yorkshire Dales National Park Authority - request for scoping opinion - proposed construction of railhead, Arcow Quarry, Helwith Bridge

Resolved: That the planning correspondence be received without comment.

10 Finance

a) To authorise payment of accounts as per schedule, including the Clerk's quarterly claim for expenses

Resolved: That the accounts as per schedule, be approved for payment.

b) Allotment - to discuss recent notice to relinquish. Following sending of the usual rent notices, an allotment holder had given notice to quit on 31 October 2013 together with a cheque for £9 representing half the annual rent. This was contrary to the tenancy agreement which had been completed. The Clerk said that he had advised that he was prepared to waive the notice period of 12 months but not the outstanding rent and had thus requested the balance. To date there had not been any response.

Resolved: That a further letter be sent requesting payment of the balance of £9 and advising that if this was not received by 31 July 2013, then the tenancy would be terminated forthwith and the allotment immediately re-let.

11 Winter Weather Agent Scheme - use of salt spreader

a) To discuss use by volunteers and to arrange risk assessment, the latter to be received in due course.

b) Winter Weather Agent Scheme - to consider location of two additional salt bins in Little Stainforth - nothing to report.

12 Bargh Cottage, Stainforth

a) To discuss condition of boundary walls. Cllr Sharp advised that he had been requested to seek advice on this matter by a friend of the property owner. This matter was not the concern of the Council.

Resolved: That this view be relayed to those concerned.

13 Yorkshire Dales National park Authority - Footpath 164/5, Stainforth Parish, grid references: SD 8175 6698, SD 8173 6694 and SD 8167 6686

a) To consider application to alter gates and stiles. Details had been circulated. Resolved: That the application be supported.

14 Street Lights

a) To receive reports of defects for action and any other relevant information - none

15 Highways

a) To receive any reports for action - none other than the usual pot holes. However, with regard to parking restrictions, there was enquiry on the new Civil Enforcement arrangements and Cllr Welch commented on the recent transfer of responsibility from the police to local authorities, in this case, to Harrogate Borough Council.

16 Repairs and Maintenance

a) To receive any reports for action. Reports were received about the appalling state of Stainforth Foss. The area was being blighted by anti-social behaviour including drug and alcohol abuse, together with litter, and some early action was required.

Resolved: That the local Police Inspector, a local Environmental Officer and the Chief Executive of the YDNPA, be contacted and invited to the next meeting of the council.

17 To respond to correspondence received

i) Craven District Council - nominations requested for Craven Community Champion Awards 2013

Resolved: That the correspondence be received.

18 To receive items of information - circulated

Resolved: That all items of information be received.

19 To arrange the next meeting of the Parish Council

Resolved: That the next meeting of the Parish Council be held in Stainforth Village Hall on Tuesday, 3 September, 2013 at 7.30pm.

 

There being no further business, the meeting was closed at 8.18pm.
